Of recent have noticed that Outlook for MacOS Sierra on O365 E3 won't open some attachments randomly. I can see the email has an attachment but its greyed out and I cant open it. I can see and open the attachment via OWA and on my phone but not on Outlook for Mac 2016.

It's a problem with Outlook but there is no solution yet. Here is a workaround from Microsoft. I also found out that you can move that message to the archive folder, then access folder properties (ctrl + click on folder) and click 'EMPTY CACHE' on properties.

Deleting the.plist files will not harm your emails those are in a Database file in (approx.) /Users/YourUserAccountNameHere/Documents/Microsoft User Data/Outlook Identities/-Database. The Microsoft.plist dies are in /Users/YourUserAccountNameHere/Library/Preferences/Microsoft/ You can delete that entire folder without losing email data. (make a backup copy first to play safe).
